International mail is considered unreasonably delayed (probably lost) after

5 Weeks Canada 
5 Weeks Germany, UK, Ireland, Spain, France
8 Weeks Australia, New Zealand, (most other countries)

Shipping cost for letter mail orders includes honor based insurance. After 2 full weeks (+ any official USPS holidays and + 4 days for orders placed between Nov 15 and Jan 15) if the order has not arrived yet, I can send a replacement order. I need to first confirm the address is good and you agree to return the 2nd order to arrive should they both show up by simply writing "Return To Sender" on one unopened letter and giving it back to USPS. If you want to upgrade the shipping for the replacement order to faster and tracked options let me know.  

I send hundreds of letters every month. I hear of quite a few that take longer than 2 weeks to arrive.  

Letter mail is generally reliable and can even be faster than packages in certain situations however there is a higher rate of mysterious delays. 

If a letter goes through the system without a hiccup then it's usually quite fast. However, if anything happens that requires a human to get involved that can take a long time for them to get around to it. This could be a sorting machine failure, address issue, a miss-delivery, the envelope placed on the wrong truck or plane, etc...
Once mailed there is no way to intercept, search for, redirect, return, cancel or prevent delivery.

From years of experience it seems like around 10% of letter mail experiences noticeable delays and around 3-4% take weeks longer than expected.
